A Trane would run you around $3500-$4500 plus installation.

Gas Furnace Maintenance Short Pump

Assuming you are sure your existing unit is doing all it can or old etc, first of all you would need a whole new unit changing the condenser won't improve much with out upgrading the circulator as well,
I just did my house and it made all the difference in the world my house is 1200sq and cost $4500 for a new condenser and circulator replace copper tubes et. your cost approx $5000-$6000 depending if unit must be larger etc.

replacing the outside condensor will NOT increase the flow of a/c to the basement

Heating Maintenance

$3500. It may be less expensive to have the unit cleaned out, that could make the low flow in the basement.
